The state's peak environmental body the EPA proved a good fit as tenant to the developer, Port of Brisbane Corporation, also an organisation with a strong environmental emphasis in all that they do. The purpose designed building is a perfect foil and billboard for the activities of the EPA. Their new home comprises public education, training and workshop facilities on the ground floor, and admin office and operational base for the EPA's South Moreton Bay field staff on the upper level.

The stunning harbourfront location provided opportunity to design a building that truly integrates with its setting. Strategically placed roof lighting strips provide natural light for 80% of working hours. Large full length windows and a generous upper deck take advantage of water views in two directions. The deck also offers a setting for informal work activities as well as for staff social activities.

Circulated harbour water loops through the building's A/C plant, precooling intake air by up to 80° C through a simple heat exchange process, resulting in substantial energy savings for the life of the building. Mixed mode ventilation and individual task air and lighting further reduce energy consumption and provide a high degree of personal comfort control for the staff.

Careful selection of materials and finishes internally enhances indoor environmental quality and also reduces material production cycle environmental impacts. Recycled and re-milled hardwood was used to stunning effect on the entry stairs and foyer floor as well as the internal lining to the harbour deck.
